Following the Events of the Roswell Incident: In September of 1947, facing the real threat of an Alien space invasion President Truman ordered the newly formed Central Intelligence Agency to establish a top secret sub-agency known as CIA/Epsilon Sector.

The mission of Epsilon Sector is to identify, monitor, and analyze threats by Hostile Alien Lifeforms as defined under "The H.A.L.T. Protocol, "both national, non-national - including extraterrestrial threats against U.S. government interests. Epsilon Sector conducts covert operations and paramilitary actions through its special operations unit, H-Force Command.

In 1975, the United States became the first Earth government to become a member of the Earth Security Organization, the "ESO." All joint Earth intelligence and security operations are under the control of the Earth Threat Alert Center, ETAC located on Earth Moonbase: Lunar City.
